As far as I understood the Bluetooth IPS spec, it uses standard beacons and in the broadcast payload it includes accurate coordinates to the beacon so any client can estimate their location accurately without GNSS. Such an simple solution which could greatly improve the usability of indoor navigation - such shame that current smartphone os providers don't see it as useful
So if you wish to improve indoor positioning at your location, there's no way to let everyone enjoy the improved accuracy unless they install your app and you have to have your own app, you can't just upload your floor plan to OpenStreetMap
Apparently there's no way to build an indoor positioning system with either wifi or bluetooth without also creating your own app.
WiFi Round Trip Time (RTT) aka. 802.11mc is supported on Android only and you have to have wifi access point from Google
Bluetooth Indoor Positioning Service (IPS) specification has no mentioned support on any platform
